City of Hastings Plans Asphalt Resurfacing

A subdivision in west Hastings will see many of its roads resurfaced in the coming days.

Werner Construction Co. of Hastings had the low bid of $360,635 and was awarded the contract for the City of Hastings 2026 street resurfacing program, which this year will address a portion of the Westbrook Subdivision. 

Weather dependent, the current schedule is to start on Wednesday or Thursday, May 6 or 7.

Westbrook streets included in the spring 2026 resurfacing include:
-Westbrook Drive from 12th Street to 17th Street
-17th Street from Westbrook Drive to Hillcrest Drive
-Hillcrest Drive from 17th Street to 16th Street

The remaining asphalt streets in the Westbrook Subdivision are in the proposed budget for fiscal year 2027/2028 (currently scheduled for fall of 2027).

Other Hastings streets to be addressed include the following:
-Chicago Avenue from E Street to F Street
-Lincoln Avenue north of South Street to south of the new concrete that was placed south of the BNSF tracks
-Second Street from Eastside Boulevard to Elm Avenue.
-Elm Avenue from north of BNSF railroad tracks to north of Second Street

The city distributed flyers in the Westbrook neighborhood to inform residents about the project.

No parking will be allowed on the street while the project is ongoing.

Work includes milling the edge of the existing asphalt roadway down approximately 1 ½ inches to allow for the resurfacing work to match into the existing driveways.

The existing street will then receive a thin layer of asphalt, 1 inch or less in thickness as a drag course to fill in low spots or imperfections. Then a 1 ½ inches surface layer of asphalt will be placed. Weather dependent, the resurfacing work will take approximately one week and should be completed on Monday or Tuesday, May 11 or 12.

The city is coordinating with refuse companies that do garbage, recycling, and yard waste collection. They have also talked with the Hastings Post Office and notified the mail carrier.

After the resurfacing work is complete, Ace Concrete of Hastings, Nebraska will follow up with the work of raising the sanitary sewer manholes to match the new asphalt.

The work is funded by the half cent sales that was passed by the voters in August of 2017; started on April 1, 2018; and sunsets on March 31, 2028. Currently, 65 percent of the half cent sales tax collection goes to street repairs.
