Offense: Sex Offense

Offender: Franky Recinos Recinos

Brief Narrative: On 07/12/24 Franky Recinos Recinos (19 y/o male) initiated contact with a 13 year old female via social media. After learning that the female was in fact 13 years old and had never kissed a boy or had sex before, Franky advised he would teach her. Franky suggested the 13 year old female meet at a designated location on 07/12/24 and go back to his house with him. Franky arrived at the designated location and was subsequently arrested. Once arrested, Franky was found to be in possession of alcoholic beverages. Franky Recinos Recinos was arrested for Use of an Electronic Communication Device and MIP- Alcohol.

Offense: Terroristic Threats
Victim: 45 year old male Incident #: L24071047
Offender: Abdikarim Ahmed-Shiil & Abdirizaq Yusuf Muuse
Date and Time of Incident: 7/12/24 @ 16:17
Location of Incident: 703 W 2nd St
Brief Narrative: Victim reported Abdikarim Ahmed-Shiil to have returned to MSAS Auto dealership, after he had been told by Officers not to. The victim stated Abdikarim refused to leave, after being told to, as he was a manager of the business. The victim said Abdikarim said he was going to shoot him, as Abdikarim left the business and was contacted by Officers, nearby. Abdirizaq Yusuf Muuse approached Officers after Abdikarim had been taken into custody for terroristic threats. Yusuf Muuse was given warnings to leave the scene but did not comply. On Yusuf Muuse's second approach to the Officers conducting the arrest, Yusuf Muuse was placed into custody for interfering with a Police incident not involving Yusuf Muuse. With the Officers conducting an arrest and with the distraction of Yusuf Muuse he obstructed the actions and safety of the Officers. Abdikarim Ahmed-Shiil was arrested for Terroristic Threats and Trespassing, 1st Degree Abdirizaq Yusuf Muuse was arrested for Obstructing a Police Officer.

Offense: Burglary
Victim: 41 year old male Incident #: L24071049
Date and Time of Incident: 7/12/24 @ 16:13
Location of Incident: 311 North Ln
Brief Narrative: On 07/12/24 Officers responded to 311 North Ln reference a possible burglary. Officers determined multiple people have been going in and out of the apartment multiple times since the home owner was arrested. Officers cleared the residence and did not locate anybody inside. It was undetermined whoever entered the residence had permission from the homeowner to take items out. Case is open.

Victim: Super Saver Incident #: L24071136
Offender: Richard Troy Moss & Kyra Cabrera
Date and Time of Incident: 7/13/24 @ 11:14
Location of Incident: 1602 W 2nd St
Brief Narrative: On 7-13-2024 at around 11:14 am, law enforcement responded to 1602 2nd St, Super Saver reference a shoplifting incident. While in route, officers were advised that the female involved had fled the area northbound towards 3rd street. The female suspect was later found hiding inside a Penske moving truck in the parking lot. The female suspect identified herself as Kyra Cabrera from Arizona. Kyra was observed selecting items from the shelves and passing all points of sale with no attempts to pay for said items. Kyra was arrested and taken to Hall County Corrections. While walking into the jail, Kyra attempted to dispose 9 grams of methamphetamine she had on her persons while in the sally port jail area. Richard Moss who was the driver of the Penske rental truck and with Kyra at the time, was found to also had shoplifted from the store. Richard was observed taking an item from the shelf and also going past all points of sell with not attempts to pay for the item. Due to drug paraphernalia being located in a purse that Kyra had while in the Penske truck along with her admissions of using controlled substances, a search of the truck was done and drug paraphernalia was found behind the driver’s seat where Richard was first contacted. Richard was arrested for Shoplifting class III felony due to having multiple prior theft convictions. Richard Troy Moss was arrested for Shoplifting and Possession Of Drug Paraphernalia. Kyra Cabrera was arrested for Shoplifting, Tampering With Physical Evidence & Possession of Controlled Substance.

Offense: Terroristic Threats
Victim: 61 year old male Incident #: L24071139
Offender: Braxton White
Date and Time of Incident: 7/13/24 @ 11:11
Location of Incident: 4151 Iowa Ave
Brief Narrative: The victim received several threatening text messages from Braxton White. The text messages threaten the victim’s life and he is concerned for his safety. Braxton White is being referred for Terroristic Threats.
