Victim: 56 yr old female, 19 yr old male Incident #: L25050112
Offender: Sklyer Smiley & Kiera Tennant VanWinkle

Location of Incident: 1405 Hope St
Brief Narrative: Skyler Smiley was contacted inside of a residence within the city limits of Grand Island and was later verbally identified by another party. It was reported that he struck a female inside of the residence. There were injuries consistent with this report. Following the strike, Skyler was reported to have strangled a male and scratched him. The strangulation inhibited the breathing of the male, and the scratch was consistent with the report. During the arrest of Skyler, he failed to obey lawful commands and physically resisted arrest. During the investigation, Kiera Tennant Vanwinkle wrapped her arms and legs around Skyler as he was being arrested. Kiera failed to obey lawful commands to release her grip from Skyler and resisted arrest when being pried away from Skyler.  Sklyer Smiley was arrested for Assault by Strangulation, Assault 3rd Degree - Cause Bodily Injury x 2, Obstructing Police and Resisting Arrest. Kiera Tennant VanWinkle was arrested for Obstructing Police and Resisting Arrest.

Offender: Fabian Manuel-Tecu

Location of Incident: N Elm St & W 4th St
Brief Narrative: Officers conducted a traffic stop on a vehicle near 4th St. and Elm. Officers contacted the driver, Fabian Manuel-Tecu and conducted a DUI investigation. Fabian was arrested for DUI 4th Offense and No Operators License.

Offender: Faysal Hirsi
Date and Time of Incident: 5/1/25 @ 22:17
Location of Incident: 819 W 5th St
Brief Narrative: On 05/01/25, Officers responded to the area of 819 West 5th reference an assault. Officers contacted the victim who advised Faysal Hirsi hit him with a screwdriver. Officers observed the victim bleeding from his hand and a visible injury. The victim stated Faysal threatened to kill the victim. The statements made by Faysal made the victim feel scared. Officers located Faysal at 3rd and Clark where he was arrested for Assault Second Degree, Terroristic Threats, Use Deadly Weapon to Commit a Felony and Use deadly Weapon to Commit a Felony.
